MATS Policy Committee meetings are scheduled for the first Tuesday of every month. Technical Committee meetings are scheduled for the third Wednesday of every month.

2017 Schedule

The MATS is governed by a Policy Committee that includes various elected and appointed officials from the agencies within MATS area and nearby plus representatives from the Michigan Department of Transportation and the U.S. Department of Transportation. The Policy Committee is where final decisions are made with regard to the function and direction of MATS, its program and policy. The Policy Committee is generally meeting once a month and the meetings are open to the public.

Recognizing that many transportation actions and their impacts are by nature regional in scope, the transportation planning process is aimed at creating a forum in which local, State and Federal agencies responsible for developing transportation improvements can act in a coordinated manner.

The Policy Committee generally acts under the advisement of the MATS Technical Committee, which reviews in detail the activities of the MATS and provides recommendations to the Policy Committee. The Technical Committee is composed of technically-oriented delegates who represent various transportation, planning, engineering and other interests in the area. It also includes representatives from MDOT. The Technical Committee is generally meeting once a month and the meetings are open to the public.

The purpose of the Subcommittee is to overview MATS in terms of finances, staffing, office expenditures, and any other details with respect to MATS daily functioning. Administrative Subcommittee reports to Policy Committee.

BYLAWS AND RULES OF PROCEDURE
OF THE POLICY COMMITTEE OF THE
MIDLAND AREA TRANSPORTATION STUDY

    1. NAME OF ORGANIZATION

The name of the organization shall be the Midland Area Transportation Study Policy Committee, an Inter-Municipal Committee established under Act 200 of 1957 of the Public Acts of Michigan, and shall be hereinafter referred to as the “Policy Committee.” The Midland Area Transportation Study (MATS) Metropolitan Planning Area is defined as the entire geographic County of Midland, Michigan, the geographic area of Williams Township within Bay County, Michigan, and the 2010 Midland Federal Adjusted Urban Boundary (FAUB) as adjusted from time to time.

The purpose of the Subcommittee is to review Non-Motorized plans and needs in the MATS area and potentially devise and recommend for adoption NMT Plan for entire MATS area. NMT Subcommittee reports to Policy Committee.
